Rules and Regulations 2012

 

1.  PURPOSE

Rai Radiotelevisione Italiana annually organises Cartoons on the Bay - International Television and Cross-media Animation Festival  to support the commitment of worldwide authors and producers in teaming up arts and entertainment and to help professionals in choosing quality and innovative products.

 

2. LOCATION DATES, PROMOTERS

The 16th edition of Cartoons on the Bay will take place from March 22th to 25th 2012 in Rapallo. The event is promoted by RAI – Radiotelevisione Italiana, developed and organised by Commercial Direction in association with Rai Fiction and with the support of Consorzio Portofino Coast.

 

3. REPRESENTATIVE FIGURES

·    The President of Cartoons on the Bay is the President of Rai;

·    The Artistic Director is in charge of coordinating and determining the profile of the Festival;

·    The Editorial Committee is in charge of supporting the Artistic Director in the realization of the Festival;

·    The Scientific Committee has a consultancy function for the Artistic Director to point out the trends of the international animation panorama;

·    The Pre-Selection Jury supports the Artistic Director in selecting the works that will be part of the Official Selection;

·    The International Jury, composed of five members chosen by the Artistic Director among professionals with proven experience in the field of animation, assigns the Pulcinella Awards to the works running among the Nominations of the Official Selection;

·    The Arlecchino Award Jury for book based works is composed of three members chosen by the Artistic Director among professionals with proven experience in the field of animation and children’s publishing. This Jury assigns the Arlecchino Award for the Best Book based Work;

·    The Arlecchino Award Jury for video game based works, is composed by professionals of the interactive animation field, chosen by the Artistic Director. This jury assigns the Arlecchino Award for the Best Video Game based Work;

·    The Arlecchino Award Jury for comics based works is composed by professionals of animation field and comics, chosen by artistic director. The jury assigns the Arlecchino Award for the best comics based work.

4. PARTICIPATION RULES

The participation is reserved to animated* productions  from any nationality made in 2010, 2011 and 2012. The submissions of the productions to Cartoons on the Bay is free of charge. Works must be registered on-line within January 15th 2012 and materials must be sent to the Festival in the terms set by this Regulation. Only copy of the works in English version or with English subtitles will be considered for the Official Selection (except for the works containing no dialogues); copy in different version will not be admitted. The materials sent to the Festival will not be returned. Productions already submitted to the past editions of the Festival will not be considered, except for new seasons of TV series and productions that have been developed in different ways. Submission of works doesn’t grant the accreditation to the Festival. The accreditations are free of charge and they will be available on the web site of the Festival.

The works already candidated in the section in Competition  (Nomination) can have access in the Official Selection (International Panorama), as a mark of their success and because of their representative of annual production. Successive seasons of Tv series and productions that were, during past editions, submitted in different categories and that now have cross media developments, are admitted.   

Submission of works doesn’t grant the accreditation to the Festival. Featured films aren’t admitted to the competition, but could suggested for the festival programme. To suggest a film please write an e-mail to entry.cartoonsbay@rai.it or send a copy of the film to the festival office :

5. THE OFFICIAL SELECTION

The Official Selection includes the section in Competition (Nominations) and the section Out of Competition (International Panorama), in both sections works are divided by category.

5.1 IN COMPETITION - NOMINATION

Works in Competition (Nominations) run for the Pulcinella Awards and the Arlecchino Awards, that are assigned by the Juries during the Festival. A maximum of five works for each category will be chosen for the Nominations.

Works In Competition will be judged by the International Jury for the assignment of the Pulcinella Award and the Special Awards and by the Arlecchino Awards Juries for the assignement of the Arlecchino Awards.

For each work In Competition the Festival guarantees:

-projection of the works during the festival;

-publication of a technical description of the work (with images, credits and synopsis) on the website www.cartoonsbay.com in the section 'Official Selection' and in the section 'Competition';

-publication of the technical description of the work in the Official Catalogue of the Festival in the section 'Competition';

-publication of the contact details of the companies involved in the production in the Official Catalogue of the Festival;

-free of charge insertion of the work’s video on the Digital Video Library of the Festival (available for all the professionals during the Festival).

5.2 OUT OF COMPETITION - INTERNATIONAL PANORAMA

Out of Competition section (International Panorama) offers a portrait of the cultural, technological and industrial tendencies of the sector within the different geographic areas of the planet, with a particular glance to the most innovative ones.

For each work Out of Competition the Festival guarantees:

·    publication of a technical description of the work (with images, credits and synopsis) on the website www.cartoonsbay.com in the section 'Official Selection';

·    publication of the technical description of the work in the Official Catalogue of the Festival in the section 'International Panorama';

·    publication of the contact details of the companies involved in the production in the Official Catalogue of the Festival;

·    free of charge insertion of the work’s video on the Digital Video Library of the Festival, (available for all the professionals during the Festival).

 

6. PULCINELLA AWARDS: THE CATEGORIES

Works In Competition (Nominees) and Out of Competition (International Panorama) are divided into categories:

1.    TV Series for Preschool (until 6 years old)

2.    TV Series for Kids (7-11 years old)

3.    TV Series for Teen (12-14 years old)

4.    TV  Series Live Action

5.    Educational and Social Issues Work

6.    TV Pilot

7.    Advertising and Promotional Work

8.    Short Films

9.    Interactive Animation

The Festival has the right to move a work in another category.

6.1 ANIMATION TV SERIES

Reserved categories to animation Tv series are divided by target typology:

· Preschool – up to six years old

· Kids – 7-11 years old

· Teen – 12-14 years old

A series that has already partecipated to the Pulcinella Awards Competition could not be nominated, but it could be admitted to the Official Selection in the section Out of Competition, to indicate its success and as representative of the production of the year. To the companies submitting TV Series is requested to chose only one episode to submit. For series shorter than one minute, is requested the sending of 3 episodes.

6.2 LIVEACTION TV SERIES

The partecipation to the cathegory is reserved to live action tv series for young people. Pilot and zero episode are not admitted.

The term Pilot defines an exhaustive novelistic synthesis of a series that is going to be produced with the technical and artistic characteristics.

6.3 TV PILOTS

The pilot and zero episode of animation Tv series define a exhaustive novelistic synthesis of a series that is going to be produced with the technical and artistic characteristics. These products must be submitted to Tv Pilot cathegory. Live Action Tv series pilot and zero episode are not admitted.

6.4 SHORT FILM

The animated short films that have the adequate technical, artistic and novelistic characteristics for a television programming could be admitted to this category. The purpose of this category is to favour a greater knowledge and receptivity of the networks towards the programming of animated short films.

6.5 EDUCATIONAL AND SOCIAL ISSUES WORKS

The works containing educational and social narrative issues could be admitted to the category.

6.6 ADVERTISING AND PROMOTIONAL WORKS

Within this category are the animation works realized for advertising: spot, companies videos, videoclip, trailer and TV opening and closing sequences.

6.7 INTERACTIVE ANIMATIONS

Interactive animations commercialised for mobile, computers and game console could be admitted to the category. The products must agree with the PEGI classification (Pan European Game Information): PEGI 3, PEGI 7; PEGI 12, PEGI 16. However the Artistic Director may chose, in agreement with the pre selection Jury, to admit interactive animations with a classification PEGI 18.

 

7. PRIZES

The Pulcinella Awards will be assigned during the Festival. No prizes can be assigned ex aequo.

7.1 PULCINELLA AWARDS

The following prizes are assigned by the International Jury, choosing the best work among the Nominees of each competition category:

·    Pulcinella Award Best Tv Series for Preschool (up to 6 years old)

·    Pulcinella Award Best Tv Series for Kids (7-11 years old)

·    Pulcinella Award Best Tv Series for Tween Generation (12-14 years of age)

·    Pulcinella Award Best Live Action Tv Series

·    Pulcinella Award Best Tv Pilot to a Series

·    Pulcinella Award Best Short Film

·    Pulcinella Award Best Educational and Social Issues Work – Unicef Prize

·    Pulcinella Award Best Advertising and Promotional Work

·    Pulcinella Award Best Interactive Animation

Among all of the competing works (nominations) without distinction of categories, the following Pulcinella Awards will also be assigned:

·    Animated Character of the Year

·    Best European Programme of the Year

·    Best Soundtrack of the Year


Moreover, the Artistic Director, in agreement with the Editorial Committee, assigns the following Special Prizes:

·    Pulcinella Career Award

·    Pulcinella Award Studios of the Year

·    Pulcinella Award to the Guest Country

·    Pulcinella Award Cross-media project

·    Pulcinella Special Award

7.2 ARLECCHINO AWARDS

The Juries of the Arlecchino Awards value all the competing works (Nominees) in order to assign the following prizes:

·    Arlecchino Award to the best book based work

·    Arlecchino Award to the best video game based work

·    Arlecchino Award to the best comics based work


Arlecchino awards will be assigned by expert juries to works created from January 1th 2011, even if they are not .

 

8. SUBMISSION’S INSTRUCTIONS

8.1 ON-LINE REGISTRATION

Works must be registered on www.cartoonsbay.com in the section “Submission 2012” by January 15th 2012.

You will receive a confirmation e-mail after the on line registration, if you do not receive the e-mail, please write to entry.cartoonsbay@rai.it before sending the materials.

8.2 REQUESTED MATERIALS

In order to complete the submission, the following materials must be sent to the Festival Office (the shipment must be postmarked by January 15th 2012 and it must be at your own charge).

For Tv Series, TV Pilot, Short Films, Educational and Social Works and Advertising and Promotional Works:

·    A signed copy of the registration confirmation;

·    1 CD-ROM containing 3 pictures (300 dpi) representative of the work without titles or logos (pictures sent by e-mail will not be considered);

·    1DVD zone II PAL containing the full programme for the Tv Series. The DVD contains exclusively one single representative episode of the programme submitted. For series shorter than one minute is requested the sending of 3 episodes. (Only programmes in English version or with English subtitles will be admitted).

For Interactive Animations:

·    A signed copy of the registration confirmation;

·    1 CD-ROM containing 3 pictures (300 dpi) representative of the work without titles or logos (pictures sent by e-mail will not be considered);

·    1 copy of the video game in each version developed (for each of the available platform);

·    2 DVDs zone II PAL containing a show reel of the video game for a maximum of 5’ running time.

8.3 NOTES FOR SHIPMENT

DVD and CD must be sent inside a rigid cover. The DVDs of the works must be zone II PAL; will not be considered DVD Data or DVD NTSC. For the companies that wants to submit more than one work is required the shipment of 2DVDs for each work submitted.The DVDs with more than one work in them will not be considered. As well won’t be considered those works that will not have an on line registration. For the pictures is asked a resolution of 300dpi.

The material sent to the Festival will not be returned. In case of material with missing parts, the Festival can reserve the right to exclude the product from the selection.

8.4 INDICATIONS FOR SHIPMENT

 The material must be submitted by January 15th 2012 by courier or postal parcel service with shipment code, with delivery charges paid by the sender, to the following address:

8.5 RESULT OF THE PRE-SELECTION

The Festival Office will communicate the result of the preselection by by sending an e-mail to the entrant. For the ammision to the Official Selection, the Artistic Director and The Preselection Jury will give them unappelable judgement. The shipment of added materials will be requested only for works In Competition (Nominations). Works admitted to the Official Selection (both Nominations and International Panorama) will be inserted in the Digital Video Library, in the Catalogue of the Festival and on the official web site. For each work in Official Selection, an official diploma of Cartoons on the Bay will be sent after the end of the Festival in digital and printed version.

 

9. INSTRUCTION FOR WORKS IN COMPETITION

The company owning the competing productions are bound to send by the 25th of February 2012 the following materials:

(postmark will be considered as a proof - shipment by courier and at their own expense)

For Tv Series, Pilot to Series, Short Films, Advertising and Promotional Works, Educational and Social Works:

·    1 Betacam SP PAL (non digital) containing;

·    The competing work (with beginning and end film credits);

·    An excerpt of the work, without writings or logos,  between 1 and 2 minutes long.

( Please indicate the timecode)

For Interactive Animation:

·    1 Betacam SP PAL (non digital) containing;

·    The showreel of the video game sent while submitting (with beginning and end credits);

·    An excerpt of the showreel, without writings or logos,  between 1 and 2 minutes long.

The Excerpts will be used for journalistic and promotional purposes, and it is therefore favourable that it is representative of the work.

 

10. RIGHTS AND GUARANTEES

The works presented to Cartoons on the Bay will be treated with the uttermost discretion.

The participation to the Festival request the acceptance of this regulation. By registering a work on-line and send materials to the Festival Office, you will accept the regulation and allow Rai – Direzione Commerciale to:

- use the works selected for the Official Selection during the Festival and for its promotional purposes;

- use the excerpt of the works for promotional purposes.

 

It’s responsibility of who submit the work to the Festival to be legally authorized to use the work.

 

11. DISPUTE RESOLUTION

The participation at Cartoons on the Bay implies the integral acceptance of the present Regulations. The Festival can reserve the right to exclude from the selection a work if it has not been sent by the dates and the ways described in this Regulations.The material sent to the Festival will not be returned.

 

Notes:

1 The definition of animated production is that established by the Association Internationale du Film d’Animation – Asifa.

2 The prestigious “Pulcinella” prize, symbol of Cartoons on the Bay, portrays the mask of the XVI century Commedia dell’Arte, is an  homage to the homonymous animation film by Giulio Gianini and Emanuele Luzzati realized in 1973.

3 For this prize are considered projects conceived for developments for different platforms

4 The new “Arlecchino” statuette, joining the “Pulcinella” increasing the awarding categories of Cartoons on the Bay, portrays the famous mask in the re-interpretation of Emanuele Luzzati

5 The Arlecchino Award for the best book based Animation Work (novel, short story, poetry), dedicated to the memory of Gualtiero Schiaffino, involves TV Series, Short Film, Pilots and Interactive Animation.
