REGULATIONS - CARTOONS ON THE BAY 2010

1.  PURPOSE

Rai Trade  annually organises “Cartoons on the Bay”, the International Television and Multimedia Animation Festival to support, in the spirit of the public service by RAI – Italian Radio and Broadcasting Company, the commitment of worldwide authors and producers in teaming up arts and entertainment and to help buyers, distributors and managers in choosing effective and innovative products.

 

2. LOCATION DATES, PROMOTERS

The 14th edition of Cartoons on the Bay will take place from the 15th to the 18th of April 2010 in Rapallo, Santa Margherita Ligure and Portofino. The event is promoted by RAI – Italian Radio and Television Broadcasting Company, developed and organised by Rai Trade in association with Rai Fiction, with the support of Portofino Coast and the patronage of: Asifa Italia (International Animated Film Society), Cartoon Italia (Italian Association of Animation Producers), AESVI (Italian Association of Videogaming Software Editors) and the Italian Committee of UNICEF (United Nations’ Children’s Fund).

 


3. REPRESENTATIVE FIGURES

· The President of Cartoons on the Bay is the President of Rai Trade;
· The Artistic Director is in charge of coordinating and determining the profile of the Festival;
· The Editorial Committee is in charge of supporting the Artistic Director in the realization of the Festival;
· The Scientific Committee gathers annually by convocation of the Artistic Director, with a consultancy function, to point out the trends of the international panorama of animation;
· The Pre-Selection Jury has the duty to support the Artistic Director in selecting the products that will be part of the Official Selection, determining the products in competition (finalists) and the non-selected programs;
· The International Jury, composed of five members chosen by the Artistic Director among professionals with proven experience in the field of animation, assign the Pulcinella Awards to the competing products (finalists) in the Official Selection.


4. PARTICIPATION RULES

The participation is reserved to animated productions of any nationality made for television and multimedia and interactive platforms. The definition of animated production is that established by the Association Internationale du Film d’Animation – Asifa.
Only productions completed after the 30th of June 2008 will be admitted to the selection. Products already submitted to the past editions of the Festival will not be taken in consideration, except for new seasons of TV Series and products previously submitted in the category "Pilot of Tv Series" that have been subsequently developed into Tv Series.
The submissions of the productions to Cartoons on the Bay is free of charge.
The material sent to the Festival will not be returned.

 

5. THE OFFICIAL SELECTION

Amongst all of the programmes reached by the 15th of January 2010, the Artistic Director, in agreement with the Preselection Jury, will select the most representative from each country. The Official Selection includes both the competine products (finalists) and the non-selected ones. The products, divided by category and  production nation, offer a portrait of the cultural, technological and industrial tendencies of the sector within the different geographic areas of the planet, with a particular glance to the most innovative ones. The productions from the Official Selection will be presented in the Cartoons on the Bay Digital Library and on the catalogue and website of the Festival.
Those who have presented their works to the Festival will be informed of the outcome of the selection.
A Certificate of Participation will be conferred to each production admitted to the official selection.

The admission of the productions in the Official Selection will be made by unappealable decision of the Artistic Director in conjunction with the Preselection Jury.

 

6. CANDIDACIES AND PRIZES

Among all the programmes in the Official Selection, the Festival will candidate for the Pulcinella Awards 2010 five productions from each category of the competition, for a total of 40 works (finalists).

During the 14th edition of Cartoons on the Bay, the Pulcinella Awards 2010 will be assigned to each of the following categories in the competition: 


· Best Tv Series Preschool (up to 6 years of age)

· Best Tv Series Kids (7-10 years of age)

· Best Tv Series Tween Generation (11-13 years of age)

· Best Tv Series Young Adults (14-17 years of age)

· Best Tv Pilot to a Series

· Best Short Film

· Best Educational and Social Issues Film – Unicef Prize

· Best Interactive Animation

· Best Cross-media Project

Among all of the competing works, the following Pulcinella Awards will also be assigned:

· Animated Character of the Year

· Best European Programme of the Year

· Best Soundtrack of the Year


Moreover, an International Jury, composed by representatives of the world of animation and publishing will assign, among the competing programmes (finalists), the Arlecchino Award 2010 to the Best book based Animation Programme (novel, short story, poetry), Award dedicated to the memory of Gualtiero Schiaffino,

No tie for the prizes will be considered.

The prestigious “Pulcinella” statuette, symbol of Cartoons on the Bay, portrays the 16th century mask of the Commedia dell’Arte, in honour of the 1973 animated film with the same name by Giulio Gianini  and Emanuele Luzzati. The new “Arlecchino” statuette, from 2010 joining the “Pulcinella” increasing the awarding categories of Cartoons on the Bay, portrays the famous mask in the re-interpretation of Emanuele Luzzati.

 

7. PULCINELLA AWARDS: THE CATEGORIES

The categories of the Pulcinella Awards competition are listed as follows. The Festival reserves the right to move a production in another category if considered appropriate.

7.1 Tv Series

The Tv Series are divided into four viewing targets:

· Preschool – up to six years of age
· Kids – 7-10 years of age
· Tween – 11-13 years of age
· Young Adults – 14-17 years of age

The sending of a single episode, chosen at the discretion of the submitting company, is requested. For series of less than one minute the sending of 3 episodes is requested.

A series that has already competed for the Pulcinella Awards will be able to enter as part of the Official Selection, out of the competition, to indicate its success and represent the production of that year, but cannot be nominated again. The company that registers the series must, in this case, specify which phase it is at the moment of registration.

7.2  Pilot to Series

The term pilot defines an exhaustive novelistic synthesis, with the technical and artistic characteristics, of a series that is to be produced. Trailers will therefore not admitted to the selection. The episodes identifiable as “episode zero” of a series can possibly be registered as an episode of a series. The admission of a pilot to the Official Selection is at the full discretion of the Festival.

7.3 Short Films

The animated short films that have the adeguate technical, artistic and novelistic characteristics for a possible, and desirable, television programming, are invited to partecipate. The purpose of this category is to favour a greater knowledge and receptivity of the networks towards the programming of animated short films.

7.4 Educational and Social Issues Products

Within this category are the didactic-educational productions and those works of social nature that deal with the human condition – childhood in particular – in the contemporary society, and its right to a dignified and healthy life from a physical, psychological and cultural point of view.

7.5 Interactive Animation

Within this category are the videogames commercialised within the period indicated by the rules. The companies must submit the complete game inside the commercialised packaging and all its versions if the product is created for different consoles. The games created for fixed and mobile consoles are only admitted to the competition if they possess a PEGI 16+ and under rating.

7.6 Cross-media Project

Part of this category are projects conceived for different communication media and made with original products for the fruition on each of the platforms involved. The company that registers the project must be able to present a complete showreel of the multimedia developments of the title in competition. The projects must have been conceived as cross-media from the beginning and not in their development.


8. DIGITAL LIBRARY

All the programmes in the Official Selection can be viewed in the Digital Library by buyers, distributors, Tv programmers, journalists and by all those accredited to Cartoons on the Bay. The producers and distributors of the works will be able to ask for the list of delegates that have viewed them. The Digital Library service is free of charge.

 

9. INSTRUCTIONS FOR THE REGISTRATION AND SENDING OF THE WORKS FOR SELECTION


The registration of the works must be made online at www.cartoonsbay.com
To complete the registration the material will have to reach by the 15th of January 2010 (postmark will be considered as proof).


For all productions:

1 CD-ROM containing 3 pictures (300 dpi) representative of the work (pictures sent by e-mail will not be considered);
Application form printed and signed, sent to the e-mail address indicated online during the registration procedures.

· For the Tv Series:

2 DVDs zone II PAL (inside a rigid cover), containing one single representative episode of the programme submitting (in English or with English subtitles).

· For Pilot to Series, Short Films and Educational and Social Productions:

2 DVDs zone II PAL (inside a rigid cover) containing the full programme (in English or with English subtitles).

· For the Interactive Animation:

1 copy of the videogame for each of the available platform (in every commercialised version);

- 2 DVDs zone II PAL (inside a rigid cover) containing the show reel of the videogame for a maximum of 3’ 30’’ running time.

· For the Cross-media Project:

2 DVDs zone II PAL (inside a rigid cover) only containing the programme submitting (in English or with English subtitles);

2 DVDs Zone II PAL (inside a rigid cover) containing a showreel, of max. 1’ 30’’ running time, showing the cross-media developments of the product;

- 1 short account of the project ( PowerPoint or Word or Pdf Format).

The material must be submitted by courier or postal parcel service with shipment code, with delivery charges paid by the sender, to the following address:

All works received after the 15th of January 2010 wil not be taken into consideration.
The Festival will comunicate the results of the Official Selection and the candidacies to the Pulcinella Awards by the 15th of February 2010.
The material sent to the Festival will not be returned. In case of material with missing parts, the Festival can reserve the right to exclude the product from the selection.

 

10 INSTRUCTIONS FOR THE AUDIOVISUAL PRODUCTIONS COMPETING FOR THE PULCINELLA AWARDS

The company owning the competing productions are bound to submit by the 5th of March 2010 (postmark will be considered as a proof), by courier and at their own expense:


· 1 Betacam SP PAL (non digital) containing:

- The competing work;
- An excerpt of the work, without writings or logos,  between 1 and 2 minutes long.

The Excerpt will be used for journalistic and promotional purposes, and it is therefore favourable that it is representative of the work.


11. SPECIAL AWARDS

The Artistic Director, in conjuction with the Editorial Committee, assigns, by unappealable decision, the following Special Awards:


·  Pulcinella Career Award

·  Pulcinella Award Studio of the Year

·  Pulcinella Award Italian Studio of the Year

·  Pulcinella Award  Country of the Year

·  Pulcinella Award Evolution Project

 

12. RIGHTS AND GUARANTEES

The works presented at Cartoons on the Bay will be treated with the uttermost discretion.
By accepting the present rules, Cartoons on the Bay is hereby authorised to use the excerpts of the submitted works for the Festival’s journalistic and promotional purposes – Television, DVD, Internet, Mobile Telephony, or any other media already existing or of future invention – as well as the winning productions, in their entirety, as part of its own promotional activities and cultural exchanges, both nationally and internationally.
The producers of the works competing for the Pulcinella Awards will gain the right to mention the candidacy and the eventually received prize in the film credits and on all advertising.

  
 
13. DISPUTE RESOLUTION

The participation at Cartoons on the Bay implies the integral acceptance of the present Regulations. Should a dispute or an unforeseen case arise, it shall be regulated by the Managing Board of Asifa – Italia, the Italian section of the Association Internationale du Film d’Animation, sponsor of the event, for what concerns the television animation, and by the General Secretary of AESVI, for what concerns the multimedia projects.
